On the heels of aggressive lobbying by the Sinclair Broadcast Group (see <A HREF="http://www.guidetohometheater.com/shownews.cgi?639">related story</A>), the FCC today released a letter denying a Petition for Expedited Rulemaking, filed by Sinclair, requesting that the Commission modify its rules to allow broadcasters to transmit Digital Television (DTV) signals using COFDM modulation in addition to the current 8-VSB modulation standard.

Back in 1996, when Congress set the timetable for digital television, one of the provisions left open for later discussion was fees the <A HREF="http://www.fcc.gov/">Federal Communications Commission</A> (FCC) would levy on broadcasters who charged for new pay-TV programming. The deadline for converting to DTV was set to be the year 2006, but how much should the government be compensated for special content such as HDTV movies, stock quotes, or other fee-based services that a broadcaster might charge for?

Due to the astounding box-office success of James Cameron's <I>Titanic</I>, Paramount Pictures and Twentieth Century Fox have scrapped their plans for releasing the film's home-video version early this summer.Taken by surprise at the unending box-office interest in the film (over $300 million so far), the studios say that they will have to completely rethink the home video release. Rumors are that <I>Titanic</I> will be released on video for the 1998 holiday season.

Video-on-demand (VOD) got another boost last week when <A HREF="http://www.mediahawk.com">Concurrent Computer Corporation</A> and <A HREF="http://www.sciatl.com">Scientific-Atlanta, Inc.</A> announced that they have sealed their agreement to jointly develop and supply "full-function true VOD systems." The agreement finalizes a letter of intent announced in May and follows an April 1998 VOD agreement between Scientific-Atlanta and SeaChange International (profiled in a <A HREF="http://www.guidetohometheater.com/shownews.cgi?138">previous story</A>).

Although it's taken longer than expected&mdash;copyright protection has become the bane of every new technology these days&mdash;IEEE 1394 (aka FireWire) is finally coming to life. Last week, <A HREF="http://www.mitsubishi-tv.com">Mitsubishi Digital Electronics</A> announced several new products based on 1394 at its National Product Line Show held in Long Beach.

At last week's <A HREF="http://www.nab.org">National Association of Broadcasters</A> convention in Las Vegas, <A HREF="http://www.dolby.com/tvaudio">Dolby Laboratories</A> unveiled the first Dolby E encoder and decoder products, which are intended to help television broadcasters make the transition from two-channel to multichannel audio. According to the company, the DP571 Dolby E Encoder and DP572 Dolby E Decoder allow broadcasters to distribute up to eight channels of audio, as well as additional data, with a pair of channels on a single AES/EBU cable, two audio tracks of a digital video tape, digital audio tape, or video server.

1999 started off in fine detail for the thousands of early adopters who have picked up a high-definition television. January 1, the 110th Tournament of Roses Parade in Pasadena, California, was broadcast to digital-television viewers for the first time in full 1920x1080 HDTV. Tribune Broadcasting's <A HREF="http://www.ktla.com/">KTLA-DT</A> transmitted this year's parade in hi-def using a <A HREF="http://www.nmtv.com/">National Mobile Television</A> (NMT) remote broadcast truck, known as the HD-2.

According to new consumer research, more than 95% of digital television (DTV) owners would purchase a DTV set again. That overwhelmingly definitive stamp of approval for DTV was presented last week to conference attendees struggling with HDTV's rollout at the <A HREF="http://www.ce.org">Consumer Electronics Association</A>'s (CEA) DTV Summit, "Is Laissez-Faire Fair?" in Washington, DC.

Both <A HREF="http://www.sony.com/professional">Sony Electronics</A> and <A HREF="http://216.33.77.103/panastore/default.asp">Panavision</A> say they will soon deliver the first prototype 24-frame-progressive high-definition camera system to <A HREF="http://www.Lucasfilm.com/">Lucasfilm</A> for testing prior to its being used in shooting the next two <I>Star Wars</I> films. The companies say that this announcement signifies the beginning of a new era in high-definition digital cinematography.
